Under a state law proposed by Commissioner Denn and approved by the General Assembly and Governor in 2005, agents from the Department of Insurance’s Fraud Prevention Bureau are now authorized to remove license plates from uninsured vehicles, which are reported to the state Division of Motor Vehicles by insurance companies. It is estimated that 11 to 14 percent of Delawareans drive without insurance. Owners of vehicles that are uninsured receive advance notice in the mail that their license plate is to be seized and have the chance to provide proof that they have obtained insurance for the vehicle.
